So if you get stickered in a 1985+ vehicle then you cannot exceed 90dBA, so even if you have an exhaust system that is below the supposed legal limit of 95dBA you will have to fit the stock system to get compliance. Why even have the 95dBA limit in the first place???

Makes sense to me - you are allowed to have an exhaust that is up to 95db and as long as you have it legal from the word go (which is your problem is you don't) then 95db it is.
It is only after you have broken the law by having an exhaust that is greater then 95db that it becomes an issue and you are then punished by having the limit for your car reduced.
