sure if its some cheap ar*e, im no pro by any stretch of the imagination, but i have painted 4 cars now, and only ever had one run, and that was from not having a water trap on the gun, so it wasnt even a run,
but a painter who knows what they are doing, knows how to control the gun and doesnt get runs, etc
as said above,
sand back the affected panel, prep and repaint, re clear coat, allow for at least a week before attempt to cut it back, more like 2-3
cut it back with cutting compound and water,
