this is slightly worrying wording as it could have a very broad interpretation of what justifies an offence, and the penalties they are talking about seem very harsh for what could be a relatively minor event...

More laws isn't the answer, more effective policing of the current ones is. Fill the city with Police cars Friday and Saturday night. Put a checkpoint on Bealey Ave trap all the rats in there and search every car, throw the book at them. They're breaking more than just road laws, there's underage drinking, breach of liquor ban, and I bet a whole heap of non-association orders and curfews.
It will cost a lot, will require a helluva lot of Police and some temporary cells but I see it as the only way.
Also they need to do this every weekend until the problem is on the decline, not just one weekend.

Pretty sure they wouldnt be able to buy them on the fact that they have lost their licence, and any funds from selling the cars would go to paying off existing fines.
