That rule would quickly cause a "where do we draw the line" problem. You see plenty of idiots in starlets/civics/corollas. I presently have a 4L car, a 2L car and a 1.6L car, and the 4L is by far the slowest and least "boy racerish". The only way I can think to make that work is to specify individual models that are allowable for learners, and stipulate that no modification of them is allowed.

Your right the CC rating on licenses would not work, look at the power you can get out of 1.6L Vtec Honda engine, Easily enough to cause mayhem.
If they were going to go down that road then they would have to put a cap on Kw ratings of car, make it so that they couldn't own anything more powerful than a Kia or similar.
