my mums car went for a wof today and passed

so one of the inner cv boots is completely in two pieces and was after the last wof
the tie rod ends boots are also split
theres no power steering fluid
theres oil pissing out the dizzy cap and its pooling on everthing underneeth
theres no oil left in the engine
i wondering about the boots being the main things they haven't even made any notes about any of it i thought at the least they would have a put a couple of notes saying it might pay to get that boot changed or top up the engine oil or even try and get some money out of her to fix stuff.
so are the boots required for the wof? or is it one of those dumb things that the joint underneath has to be busted before they pull u up on it?
im not vary impressed my mother knows absolutely nothing about cars and thinks im making a fuss about nothing (because i keep saying she needs to change the boots etc which i can get on staff discount and change) but she thinks if it needs doing they would have failed the wof or at least put a note they made a note about a tyre being close will need doing before next wof. but yea she dosent want to understand that doing the boot now will be cheaper then doing the whole joint later coz they would have told her.
