Rear Brake Balance

So I returned from my attempt at a WoF and failed on my rear brake balance, as the driver's side is significantly lower.
I've taken it to a brake specialist and they've given me a quote for how much it'll cost to repair their assumption of the problem, but I'm wondering if anyone has suggestions on what it could be, without me saying what I've been told it could be

leaking brake cylinder or axle seal on the side that is lowest, take the wheel and drum off and have a look for dampness etc

take it for a thrash and give the brakes a bit of death, heating them up tends to even them out

Post up some more info dude. What sorta brake setup? Any mods? What fluid/pads/rotors/shoes? When last changed etc? How much variation is there between Left and Right side? etc etc etc
