MR2 oil cooler + relief valve

When I was replacing my HFH I managed to cross thread the oil cooler base plate. I took it to toyota today and they ran a tap through it and said it should be all good. So I get it home and try screwing the relief valve into the base plate, but can only get it perhaps a turn and a half before it feels like it snags again. I pulled it out and the thread still looks fine, but am reluctant to go at it with the ratchet.

Anyone had any experience with these? Should they be this tight, or is something else wrong? And should the relief valve be screwed right down the bottom of the thread?

Any help? Soo close to getting the car back on the road, yet soo far it seems

Are you using new bolt?
If not have you ran a die through thread on the bolt side as well?

its the original relief valve, have inspected it and the thread looks fine, I guess if I have no luck I will do that though.
