The FIA should've changed their rules after they found that they couldn't ban Stepney and Coughlan, and made it a requirement that all those associated with F1 be licenced.
I suspect that thay may do that if they don't win an appeal against this decision. Then they would have grounds for not giving Flabbio a licence citing him as not "a fit and proper person" to hold a licence based on his past performances
