3F Land Cruiser engine. Head bolts and washers

Hey every one,

Ive got a bit of a problem with a Land Cruiser at the moment. Ive been asked to finish a head gasket job, it was all apart when i got it and have noticed that there arnt any head bolt washers. Ive measured it all up and there should be 1mm left of thread when its all bolted down with out washers but that sounds a little to close for me.

Any one know if there are supost to be any washers??
