exhaust routes the gases to the back of the car, muffler makes the noise quiet on the way. You could technically have a straight pipe exhaust that performs no muffling.
The product they are selling is not a WOF'able product as being able to modify the exhaust system is not allowed.

The system it not able to be easily changed, ie with valves or switches etc. If it it requires tools (screwdriver etc) to be changed it is not "easily changed".
My mate asked about the legality about silencers when he was getting his race car certed and that's what he was told. Some silencers can be removed just by using finger power, they are not legal. So if it has a nut or a screw it should be fine.
Having said that, I have seen on here that people have been told to weld their silencers in, which seems a bit off to me.
