Haha i thought for a second i was going to get blasted for being a bit of a @#$% but you are absolutely right. All I can think of when I see most of them is that they are only just held together and that everything has been done on the cheap. A desperate attempt to be "cool" because your car is loud and does skids au!

So you are paying some one $200 for "chipping" which for some reason would only go up to 5psi. This sounds dodge to me.
Do you realise that running stock RB20DET is far better option?
Running stock ECU and RB20DET injectors will not make your car automatically run ~11psi. Normally there is bleed valve that raises the boost on factory vehicle from ~7psi gate pressure to 11psi, and drops it to 7psi as fail safe.
5psi tune sounds very questionable to me. Why the guy who is going to "tune" it does not make it "7-8psi tune"? Since he is going to tune it.
I speculate that he is going to leave stock N/A ecu since 5psi is marginal. I am very sceptical about "chipping", especially that the tune supposedly good only up to "5psi".
Does he going to put it on dyno?
Or what he really has is some EEPROM (unknown source) that he is going to stick in?

my understanding of this situation is
hes buying a chip for his 20de plus t from a guy/business who makes them (my understanding) he talked to a guy(customer) who had a chip from him and was running 150kwatw on 5psi on this setup justin wants reliablity and doesnt wana blow his motor up so probally wants to replicate that setup and aim lower rather than higher. the guy/business selling the chip is also offering dyno tunning as well.so the chip for all i know is good for above 5psi.

that is another thing to consider. You are not going to know what kind of increase in boost the exhuast will have until you do it. what if it is too much for your liking?
