My thought is that it will get to the "you can't get the information" stage, regardless of money.
To do that they need to make sure the ownership change and security issues that are with current system are dealt with.
If we cannot find out the registration history of the cars, the buyer will need to be protected by government. For example, I don't want to have my car impounded for which I paid my own money, just because 3 owners ago old owner defaulted on repayments. It should be person that sold car with security problem, perhaps prosecute them for fraud.
Registered owner status does not make you a real owner, this ambiguity creates a lot of problems. Changing ownership process is to easy to stuff up for example, it is up to new owner to change ownership, in reality it should be three person deal (new owner, old owner and a witness).
My point is that being registered owner means jack all, and it just makes you receiver of the infringement notices. If some one would dispute the ownership by saying "I gave this person $6000, here is the scribbled paper that he signed" can cause a lot of grief to real owner.
If this system was operating in Russia, it would get exploited in no time.
