If I would ever want one, I would probably just implement my own out of components found on sparkfun.com and a vodafone prepaid card.
The annual fee (I am pretty sure there is no prepaid system on the market) is just too expensive, unless it is super special irreplaceable car.

We use snitch systems, you just cant go past real time tracking, no point having one otherwise.....
