Plugs, leads, timing, airfilter etc, basics first. Then check the dizzy, make sure the mechanical and vacuum advance both operate (done a few with seized mechanical advance counterweights and shaft)
When the head was replaced was the head and block straight? was the head cracked? Just because its just been done doesnt mean it doesnt need to be looked at, same as the cambelt (things happen, even pro's make mistakes), Ive spent a lot of time on jobs thinking "nah thats just been replaced", only to find out someone more senior to me has stuffed it up.
Another thing to check, if its the downdraft carb, shine a torch down the carb (motor not running) and watch while the accelerator is pushed to the floor to make sure the accelerator pump is operating, if its not working it will be very hesitant when taking off and if you snap the throttle it may die as well.
