I believe people use the radials on the street all the time.
So they must be street legal - They have the correct DOT rating, they have tread across the whole tyre and its a radial.

Unfortunately drag radials and the supra's IRS have proven to be a troublesome combination, inducing much wheel hop and shock loading. (

I think thats more to do with suspension setup rather than tyre.

In saying that, alot of the street legal muscle cars and hot rods run on these even when they go for a weekend cruise.
