Of course all these 6.1L Holdens will comply fine ;).

These people need to realise that for a family of 3, on median wage, after paying the rent, they can only afford a 5k to 10k vehicle. With these rules they will be hard pressed to find a reliable vehicle for that.
Basically all the $1000-2000 shitters will become $5000 shitters. Not only that but the age of shitters on the roads will increase. Instead of frequent refresh of 7 to 10 yo vehicles, you get very slow refresh of 3 to 5 yo vehicles (as they are too expensive for average New Zealanders), which means the families will hang to their cars a lot longer and instead of recycling the cars at 200k they will push them into 500k+ (basically run them until they die, and then some more).

When I was working at car yard the most cars we sold were in 7k to 8k a tad over 100k on speedo. They were 7 to 10 yo cars. Once they introduced the frontal impact laws, sales a bit slowed down, but then after a while the prices and age caught up. Then they introduced first batch of emission laws, this brought up the prices, it become very difficult to get in affordable and reliable cars, a lot of dealers closed down. The Turners trade auction was dead. All the vehicles on trade me jumped up in price shortly after that.

10 years ago I could buy a 1985-7 corolla (AE82) for $300-600 with WOF and Rego. What can you buy 1995-7 Corolla now?

As for public transport - good luck using public transport with a child.
It seems that this govt hates middle class.

I think it's very hard to dispute the fact that the prices of cars in New Zealand have generally increased. More so than the inflation rate.

About 10 years ago (approx 2001-2002) you could buy a "10 year old car" for say $2000-$3500. Say your average corolla or civic. Now if you try to buy a 10 year old corolla or civic (2001-2002 model) it will set you back like $7000 to $8000 if not more.

There are several reasons for this:

1.) Cars are better equipped now due to new standards ie: anti lock brakes, air bags and electrical windows/doors.

Most cars in 1980's and early 1990's didnt have ABS, air bags, electrical windows/doors, and rear disc brakes. Think of the NZ New Civics and Corollas.

2.) Demand for Japanese cars has increased.

3.) Inflation - check new cars prices in Japan over various years. eg: When Lexus brand was introduced, cars have increased significantly in prices. eg: 2004 Toyota Soarer price 6,300,000 Yen VS 2005 Lexus SC430 6,800,000 Yen

4.) Very Strong Japanese Yen against NZ Dollar. Remember when it was in the 80:1 and 90:1? Now $NZ1 only buys 58 Yen.

5.) Due to tighter emission requirements, countries are forced to import "newer" cars, this decreases the supply of available cars available on the market for import and also increases demand for newer vehicles.

6.) GST Increase of 2.5 %

To Sum it up. No one single factor is responsible for screwing up the prices of used cars, there are several contributory factors.

End of Argument.

I invite you (in a polite way) to substantiate this claim with some evidence, because I feel that it is not correct 8).

In 2001 I bought a 1990 Honda CRX with around 170,000km (very tidy example) for $2900. Now show me an 11 year old Honda for that price today?

See when I bought my 1990 CRX SiR around the same year (brain fart) it cost me a smidge under $5k, and was sold for the same sort of price three months later (I hated it).

Some of you have a very narrow snap shot of the used car market based on a short time working on a yard or your own one or two purchases.
With nearly 30 years in the trade (and 40 years of owning cars) I have a wider overview.
Not only can I recall when the NZ$ bought 80 or 90 Yen, I can recall when it bought 110 Yen. I can also recall in the early 90's when it bought just 49 Yen.
I remember when we had 60% customs duty and when we had to buy import licence for each car.
I can also remember the time prior to imports and when the law required a minimum 60% deposit on all financed car purchases.
I was a foundation member of the IMVDA, on the ground floor when we fought the effects of the seat belt standards, and among those who lobbied parliament in opposition to the frontal impact standard introduction.
All of these initiatives had the potential to increase the price of used cars, (some were designed expressly to do just that) and whilst there may have been the occasional ripple used cars in New Zealand are no less affordable than they've ever been and in fact are amongst the cheapest anywhere in the world.
I'm no apologist for Steven Joyce. I can't stand the prick frankly. Or that LTSA tosser Knackstead. But we must have standards and we must keep the fleet as in touch with current trends and technology as is affordably possible.
The new regulations are fine and claims by Vinsen of large increases in the price of cars is just scaremongering.
And if you can't keep up ... get off. Simple really.

1) You're suggesting there's unlimited supply in Japan - maybe this law will have a limited effect on vehicles which can still be supplied but the biggest difference will occur with point (2).
2) Local demand for models no longer able to be imported will exceed supply, and the price will either (a) go higher or (b) not depreciate as fast as they did previously. Overall second hand cars will be more expensive.

For 6 to 12 months tops, the same as happened last time the law was changed. Then it all carried on as normal.

Yes.

Every time the used import car industry has said "the sky is falling, cars will double in price and be made out of gold" then they have said "this means you should buy the cars we have in stock now".

This second part to the sentance has slightly undermined the credibility of their case.

In fact that was the basis of the Minister of Transport's reply to their last letter as they published part of it on Stuff. Something about "the industry has proved stronger than the lobby group have expected with every single rule change that has occured and every prediction of the sky falling that they have issued".

Which if you read between the lines is a fairly unsubtle way of suggesting "your lobby group has repeatedly been proven to be completely full of $hit".

There will always be individual cases where you can point to cars and conclusively prove that they're worth more now than then. Then again, there are enough cars on the market that you could probably find an example to prove anything. Kind of like the guy asking $50k for his AW11 MR2. Statistics can prove anything if you've got enough time.

No, im not suggeting there is an unlimited supply, but if you think a law change in NZ is going to have a significant effect on the prices of second hand cars in japan you're a bit nutty. NZ is a small market, Japan has roughly 75 million vehicles on its roads, NZ has ~3.5Million, and the japanese replace their cars more often.

duh, maybe thats why i highlighted the word newer?

So you end up with the choice of buying an 8yo car with 170k on the clock for say 8k, or buying a 5yo car with 80k on the clock, better technology, better fuel consumption, lower wear etc for an extra 2k. Not really seeing a problem tbh. Save up for a few months more and get something decent.
Reality: A nasty hallucination that is caused by excess blood in the alcohol stream.

I'm a little curious about whether this change *actually* affects as many people as are complaining?
