1) You're suggesting there's unlimited supply in Japan - maybe this law will have a limited effect on vehicles which can still be supplied but the biggest difference will occur with point (2).
2) Local demand for models no longer able to be imported will exceed supply, and the price will either (a) go higher or (b) not depreciate as fast as they did previously. Overall second hand cars will be more expensive.
