Not specifics to race tracks, I just view it as you should have the least possible impact on your neighbours. Obviously that needs to be balanced against the public good for airports, roads etc. I live in a rural area and accept that part of the rural environment is harvesting activities which mean certains time of the year I will get woken by machinery, have to drive around tractors, hear bird scarers etc. Generally though the impact is only localised and short term, leave your bird scarers on overnight though (when they are innefective and illegal to operate) and you will get a pissed off phone call about it. A speedway in the middle of a major residential area adversely impacts a lot of people, I expect long term it will innevitably be forced out.
