For exhaust cert you get a sticker on your exhaust that coincides with a piece of paper you have to carry with you all the time that has a picture of your exhaust on it that shows all the mufflers ect you have.
So easiest way is do it once and do it right, get cert and you will never have any problems

But yeah as above, if it's louder than factory then you're shit out of luck. They just have to think it is to force you to get it checked. Part of the reason I never bothered changing my exhaust, can't be bothered with the hassles.
