Really seems to be only two options.
Keep trying to hook it out.
Off with its head.
Go burn some of that rope elsewhere and see why it won't work in place.
With a hook I'm sure you can move it round etc and get it out. Unless it was on exhaust stroke and is jammed around the valve.
