Probably because more than two inches is cert territory.

True, but you need lift bars and anti-tramp rods.. seems like a lot of hassle.

2.3(18) Spacer blocks which have been fitted to leaf spring suspension
systems to raise or lower the ride height of the vehicle must be of
a depth no greater than:
(a) 50 mm if not supported by lift-bars or anti-tramp rods; or
(b) if supported by correctly fitted and adjusted lift-bars or
anti-tramp rods, 80 mm.

In theory, any heat applied to springs requires cert. If you can get leaves cold rolled to a bit lower and run 2 inch blocks as well as keeping enough travel from factory bumpstops then you are sweet. Haven't looked under a late model Hiace for a while, expect 3 inches without cert worthy mods is going to be a bit hard to do though.

just been talking to a mate and he's had his lowered the usual 50mm and he says it hits the bumpstops pretty easy so they will have to be moddified removed if going any lower.. he's not a car guy so couldnt tell me anymore info but the place he got it done don't do anything other than simple bolt-in off the shelf stuff so no point going there.

That would confirm it needs cert if you want to go past 50mm and keep it legal. Work out how far you want to go then cut what you need to to get there.
