In short: Spacers or adaptors must be certified, no matter how thick. They must also be secured to the hub or wheel face, no matter how thick

Sure people have got away with all sorts of things in all sorts of places (i've even seen people get away with certing slip on spacers). But if you want to know what the current official documents on the topic say, then read the above link.

im away from the car tonight

so the hub centric ring should fit the hub or wheel
?

hub is 54mm and rim is 72mm

im guessing the hub ..as it then makes it, i guess, more part of the hub?

It should fit both, the spacer should be snug on the hub, the wheels should be snug on the spacer.

Most people overlook this when fitting aftermarket rims, but you'll notice a factory rim always fits tightly over the hubcentric ring on the hubs of the car they came out on.

They should be the same as the hub, and from the sounds of it, your wheels need some spigot rings

Yeah you can buy rings to fit between your hub/spacer and rim from most wheel/tire shops
