I think this used to be the rule - I saved my ass about $200 by surrendering the plates on a car with a year's rego due. Unfortunately, it's not anymore, I sold a shitheap E30 to a wrecker with 6 months owing and still had to pay the overdue reg when I turned in the plates.
Anyway, sounds like you need to get on top of your vehicle licensing! As you can see I've been screwed more than once by being slack, so now I make sure I always immediately put my car on 12 months exemption if it's off the road. You can do it all online at nzta.govt.nz so there's not really any excuse
