From what I know they do actually boost about 1bar from factory or very close to 1bar. 13-14psi from factory i think.

Since you put the new BOV in it,
it could have a leakage somewhere around the BOV...

Got any pics of the cold air box?

If it's actually sucking warmer air, that could account for it not boosting as high..
What type of filter did you get? Apparently the generic shiny pods from 'rip every poor c* off' are not that great flow-wise..

AFAIA stock boost should indeed be about 13 psi.

Several possible causes for a lower boost, firstly I would check for boost leaks anywhere in the system, particularly the BOV. If that doesn't find the cause then I'd check to see if you've actually reduced the flow from the airbox which would cause a low pressure area before the turbo making it produce less boost.

Stock boost should be around 13psi but that varies depending on load & RPM, generally you'll only see that sort of level in the mid RPM range, from 3rd gear up (on a manual).

should run 12-13 psi in 1st and second (auto) and then 13-14 psi in third and fourth.

check for boost leaks (as has been said!)

I've got a caldina and nothing has really been done to it except the exhast system im finding what "fivebob" said that it does depend on the load...... at first gear i hit about 10pounds and from 4th to 5th i'm hit about 13pounds and 14 pounds max depending on how much load there is but that usually eases back quite fast to about 12 pounds again.....
