Not really, it's actually a good way to weed out people who don't deserve to be healthy, anyone stupid enought to injure/harm themselves through taking drugs, is then going to have to pay for their own medical care, and if they can't, well sucks to be them...
...and I don't believe any kind of drug will ever 'make' someone commit a crime, you're responsible for your own actions, whether wasted or not.
