You may not cut springs on a road vehicle, you can get some cut springs cert'd but then you have just blown your lowering on the cheap theory! Maybe you should not reply unless you have something constructive to write.
Get some good KYB or Koni shocks and then you choice of springs for height, obviously the lower you go to worse ride quaility will be due to lack of travel but this is up to you.
