That is correct. One of the guys at pitstop offered to do it for me when I did my full exhaust.
One side has to be drilled, the other side can be drilled out kind of.
The right side should really be cut and rewelded so that a hole can be drilled in the middle of it. But what they did to mine was cut a hole almost where the existing hole was and fitted a big washer to make sure that it sealed properly.
Also you need the secondaries for the extractors, or just the flange. For mine the guy made up a set of secondaries for me, but I supplied the flange. If the exhaust guy is good enough he will be able to make up a flange for it. But it will cost.
Also on my ae92 16v, the extractors only just fit. They are very close to the starter motor, only a few mm in it.
I can email you some pics if you want.
Only other suggestion is to buy a 16v exhaust gasket and compare it to the extractors. This will give you an idea of what to modify.
