Mine did this when the Dizzy went... when they go it tends to be fatal...
(well, you need a new dizzy, not that bad, just dont get stranded anywhere)

I've had this problem every now and then since I've had my celica... when it happened the other day I discovereed that if you turn the key and nothing happens you keep holding the key at start and after a few seconds the engine will start turning over and after another second it'll start.

I was happy to discover this since I was running late to get to work

Yeah that is a common problem and is voltage drop.
Turn on the headlights and rear demister and it makes it worse to prove it.

Starter relay required as said by running rich.

Common to all older toyota's and we see them at work all the time with that problem.
