You can test it by applying 12V to the VVT actuator at idle, the idle will get very lumpy and if the noise goes away it's the pulley.

You can see some video's of my old very noisy VVT pulley here:

taken from http://www.twincam.org/forums/index.php?showtopic=10737

check those vids, he just puts a 12v to the red wire in the solinoid i think it is, or wherever that plug plugs into to, and the black he just runs to negitive / earth.

when he connects it the noise goes away, turnning on vvt and eliminating the noise.

yea that, or you could just bypass the ecu wire to ground, because there is already a 12v feed. ECU is just a contolled ground.

one requies moving panels from interior of car, removing one wire (i have no clue if its hardwired in, plugged in, soldered in), and earthing it, while screaming to the other person *WHAT ABOUT NOW*, the other requires unplugging a plug... and adding 2 wires, and checking for a noise difference.

you tell me which is easier :)

yea, thats the "cozmo" way of doing it.

id just prod a wire in the earth pin of the solenoid plug, and touch a ground. Just safer than handling a live wire

But meh, whatever suits you.
