Thats a load of bs that the fuses usually blow as well as the bulbs. Both sides are fused independently for obvious safety issues and they hardly ever blow. Low beam usually blows first as you use it the most. Older cars as well as a few newer ones have a 3 pin twin filament with both high and low beam which requires a new bulb not just low beam to be replaced. I would get a test light onto your plugs for the headlights... and check that they are plugged on correctly... its amazingly easy to misalign that plug and have the pin and socket not connecting correctly if you are doing it in a hurry.
