With your kind of budget, you could easily get a decent rotary in, or maybe a 2TGEU, and certification. I know of a guy here in Chch (1FAT30 for those who may know!) with a KE30, he just spent $5000 on a rotary conversion, JUST getting the motor, getting it installed and wired up, thats not including cert.
For a reliable setup, you'll need:
4AGZE ($1000 - $1200 from an importer)
W55 ($300) with W - A bellhousing ($200)
RWD inlet manifold ($200)
loom + ecu ($300, very limiting)
or Link ECU (in and tuned, $2000)
installation of motor (fuel pump + lines, mounts, $400)
turbo, oil lines, manifold, intercooler, piping ($1000+)
Hilux rearend with LSD ($500)
custom driveshaft ($250)
That gets you going, on the road. Now you need to be able to stop! Throw on some decent brakes, $400. Handles like a bag of sh*t? better get some decent shocks and springs, ($600) or better yet, some coilovers ($800). Got pulled up? Need cert, add another $800 or so. Thats around $7500 so far, with the Link. Then add all the little bits and pieces that you didn't think of.. like servicing the GZE. You could go with the bluetop, it would be a lot cheaper, but it won't be anywhere near as reliable.
And as someone here once said, Cheap, Reliable, Fast.. you can only ever have two!
