According to all the articles I've read in reputable magazines like Race Engine Technology, Racetech and Racecar engineering, the power outputs are up on last year and the rev limits are at the same level or in some cases slightly higher. What has changed is that they put less miles on them in practice which is not good for the spectator.
Next years engine rules however really suck and ruin the essence of F1, which always had reasonably open engine rules. Now they've outlawed most recent developments, virtually specified the engine by regulating max bore size, having fixed bore centres, minimum weights, minimum CG heights, outlawing anything except common Aluminium alloys for the block heads & pistons, steel and titanium for the valves, conrods & crank, No hollow or welded together cranks, no hydraulics, pneumatics or solenoids except for valve closing and a single actuator for the throttle. May as well make it a spec engine race, but then that wouldn't be F1, not that these new rules are either
As for Toyota's performance, I think they will continue to geta few podiums this year, maybe a win, though that would be a bonus. Next year should see them regularly on the podium with some wins as well, maybe even fighting for the manufacturers championship.
