Spacer legality

Bolt on wheel spacers. What's the deal with these? Are they legal and can be used without getting a cert? I know 'basic' spacers need to be certed.

All spacers need a cert, bolt on or not.

When my ute was certified, the bolt on spacers were not mentioned on the cert plate
It is a myth that emos are contagious, and you may be infected. However, it is still widely accepted to wash your hands after physical contact

It was a rule change, passed in 2004 (I think, maybe 2003).

Was your ute certified before that?
