If you want to go stupidly illegal low, just take the rear leaves out, and flip them upside down, and maybe cut bumpstops.. but I don't see the point, as 17's would rub like a bitch, and you'd chassis would last about 2 weeks before being ground off!
If you want to do it decently, to a certifiable degree, just get a bit of wood and some u-bolts made up, stick them on the leaves, chop the wood until you get the desired height, take the block to an engineering shop, and get them to make up a metal version, thats the back.. then get some Kings (if you can find them!) or standard ones compressed, take the shock into an engineer, get him to rethread the strut lower. Gives you much less travel, but it's certifiable, I've seen cars with worse get cert!
