We have a good data scan tool at work and the ECU's are not capable of data logging. They can read live data from the car but that is live as it happens. Some models you can get up to 30 - 40 readings at a time but without the scan tool plugged in there is no way to record it.
ODB II is not as good as it is meant to be.
It is designed mainly for checking and adjusting vechicle emissions and so most makers wont let is read all the data that is is there that is not to do with emissions.
