Nitrous. HP in a bottle, other than that theres nothing really 'cheap' you can do that will add a significant gain.

well maybe not so 'cheap' but just something that would improve performance but not be extremely fuel consuming

easiest mods would probably be 2.25" exhaust, 4-2-1 extractors and decent pod filter with a cold air box

Not if it has 16 valves it isnt. :)

In which case, I say.... Dont bother. :?
Sell it, and buy one with a 4age... You'll get an Instant 50-60hp gain!

Cant get much easier than that. :)

Damn, you beat me to it :)

So is it a 4A-FE or a 4A-GE? Silvertop or not?

If its a 4A-FE.... Then I'd suggest dropping in a 4A-GE for starters. That or sell and buy one with a Silvertop or 4A-GZE (Supercharged) engine
Motorsport is like sex. You could take it to track and have a long, enjoyable session, or you could take it to the strip and get it over with in less than 20 seconds.

Well Silvertops I think you can get anywhere from about 400$ upwards.

4AGZE however is harder to come by than a Silvertop and everyone wants them...which means people sometimes want stupid amounts of money for them.

Economy depends entirely on how heavy your right foot is.
The GZE in stock form when just generally driving shouldn't give you too bad km/l. I'd suspect it would be about on par with what a Blacktop would give you maybe a slight bit less but I don't suspect much.
