Setting the blacktop cam belt timing

Hey there, Been so long since last done this and having a few issues want to sort out before get the belt set up and engine into car.
The manual off the net isnt to clear. On the inlet cam pulley there is one big dot and one small dot, on the exhaust cam pulley there is a small dot and a line.
I have lined the two small dots together is this correct? Does anyone have a more clear picture.

when you line the two small dots up, does that make the two big dots point straight up? If so, then will be correct.

the two small dots line up side by side, then the big dot points up and the line point down.

the 20v has got 2 dots on each cam wheel, there is only one position when 2 dots are against each other while other 2 pointing up, make sure you have the crank ~90 off TDC with black top as valves will touch the piston if you are going to adjust the cam shafts at TDC.. when you set cam shafts, set the crank to TDC, there is a dot on the oil pump close to crankshaft cambelts spoket, there will be a small cut out on the sproket itself, the dot and cut out should line up, double check with screwdriver in the spark plug hole if it is #1 cylinder TDC. Don't use harmonic balancer when you set the cambelt as the outer part of the pulley sometimes slips..
