Biggest load of rubbish ever, he's just tying to sell you a car. When the factory puts a bigger motor in they also generally put in bigger brakes, stiffer springs, stronger diff, different proportioning valve etc etc. Its not a matter of just dropping the motor in. Did they swap the front crossmember or just make new mounts? What about steering, as wagons were available both rack and pinion or with a steering box but the T series Corollas all have a steering box setup.
The reason for certing is to ensure that either the whole lot has been swapped or that any mixed and matched parts work together safely. General cost starts at $350ish.
