Most countries do have some compulsory cover, they still have large groups of people who don't pay it so you are screwed in an accident anyway. In NZ the main risk area (personal injury) is covered by ACC, they don't check if the person who hit you has paid their rego before you get covered. This scheme is also far far cheaper than other compulsory schemes from other countries and does not encourage mass litigation as it prevents someone suing you for $1m for minor whiplash. You don't have an insurance company trying to get out of paying and leaving you with the $1m to pay personally.
When it comes to property cover, most insurance companies in NZ have uninsured motorist extension of some kind, Basically, someone else hits you and your insurance company fixes your car and chases them for you at no cost to you (generally up to $3k cover if you only have 3rd party). So you get hit by another car that is uninsured and you are fine anyway.
Make insurance compulsory and that extension is highly likely to disapear. Everyone legally has to have cover so there is no risk right? Well no risk except for the claims declined because the other driver had undeclared mods, was drunk etc etc. Now you are really $&#$% as your insurance points you to the other drivers insurance who say no cover due to X Y Z. Thats without even considering the people who have no insurance the same way they drive with no WoF and reg. Then you notice your premiums are higher as suddenly to make insurance available to everyone premiums get capped. The low risk driver pay more to supplement the high risk, bet you will love that.
In summary -
Compulsory insurance = scam
I would like to see anyone point out a situation where the average driver would actually benefit from it, if you already are responsible enough to have at least 3rd party your uninsured motorist extension protects you better than compulsory insurance ever will.
