How bad are they??? Are they laquered?

Start with an abrasive cutting compound, and use it wet, with a rag. It'l buff them up ok, they'll end up dull but it removes the imperfections and oxidisation and so on. Last time, I used a Simoniz rubbing compound.

Then I used a medium steel wool with water, to remove the larger scratches etc, and it came up quite nicely.

Finally, use some Autosol, with soft rags.... and finish with a product called Peek, which compared to Autosol is not really that abrasive (Autosol still leaves quite a scratched finish in reality) and you'll be able to buff them to a flawless mirror finish.
