Do scratch the paint off, buy a plastic primer and do it properley. I think BIN sealer works on plastic too. What did you buy in the first place?

Sand / scratch / peel the old stuff off, it's junk, if it doesn't come off now it'll come off later anyway.

Depending on the surface, you might want to run 2k grit over it.

Wash with detergent.

Get a proper primer, go talk to a paint shop where you are buying your paint, ie: Wairau paint center.

"Hi I wish to paint this piece <item> of crap here, and wanna know what primer type and paint type I should use"

fork over cash, have 1 layer of prime (not too thick neither), then paint.
No "stance", no "hellaflush", none of that bullshit. Nothing but no grip on full boost.

Thats because of surface preperation. remember laquers/acrylics hate sticking to smooth surfaces. Primer is used as it sticks to almost any surface, and laquer loves getting intimate with it. So you end up with a nice finish.

You can easily put primer over your fuk up, however it wont stop the poo paint underneath flaking off.

Give it a good sand with 300 grit. Prime it, sand it with 800, repeat twice, on the last sand it with 1200, then top coat, then sand top coat with 2000 grit wet, then polish with autosol. Skip the sanding if you cant be fuked, but it gets rid of the orange peel texture
