I am lookign at upgrading from teh 92 Celica GTR to a more practicle yet racier Caldina GT-T. I have found one which is 11990 but it has 145K on the clock. It has been lowered slightly on factory alloys, has oil pressure and boost gauge, turbo timer and is manual with sunroof and dual spoilers. Also has flash gold badges
What is a reasonable price for 98 GT-T

If you've been looking for a while, you'll have gotten a good idea of what is reasonable
$11,990 is a good price, is that from a dealer?

Well I got my GTT for about $12500 roughly about 6 months ago, its Tiptronic/Auto version, had 94000km on it if I remember correctly.
Manuals were a little bit more expensive.
Just for another comparison.
