Because they get more than their investment back so they can spend it on other things, simple economics. Simple equation is $34m out, and probably several hundred million back in, gives them more to spend/waste on other things
Nothing you have suggested will give them any return for their money.
Healthcare, a drop in the Ocean, and no return.
Roads, same deal.
Hampton Downs, don't make me laugh, there's no money in promoting Motorsport, and certainly not within NZ. Even then the govt gave $2m to Taupo for the A1GP, can you see any benefit from that?
I hate sports. Time and energy could be invested into something else more producting (like invading some small coutnry or something).
