I looked into this when I did a huge study on Toyota a few years ago and after collaborating with a few different people on the matter we believe we came up with an answer on the subject. Is this what the vehicle looked like?

that looks circa ww1
and the engine cover reminds me of pre ww1 renaults, and the guys look russian!

Oh Crap, my bad, Linked the wrong images, it was 1:12am thats my excuse.

It's a Toyota KC-Truck which was converted to an amphbian.
It was built from November 1943 to August 1944 in 198 units.

I agree with DeeCee that the movie is Empire of the Sun.

And yeah, I read the post and remembered what you wrote, but there is a difference between designing for conserving resources and because you've bugger all. I did a google search (darn, I just love Google!) and found this:

Which indicates that the vehicle you're looking for was a response to the fact that well, they had bugger all resources and producing whatever they could in order to continue the war...
