its always been the rule
i remember the discussion at work about it
everyone was "wtf... thats always been the rules!"

reading through that link above they say its always been that way... just untill 2005 there were no fines etc in place for not following them

Actually before they made it law, they "trialled" other methods which is what created a whole heap of confusion.

If anyone else can remember the dates, I'll dig out the full page ads that were in the paper.

What’s changed?
Although this has been recommended behaviour at roundabouts for some time (as reflected by advice in the Road Code), until now it hasn’t been law. This means that from 27 February 2005 when the rule comes into effect, you can be fined for not following signalling requirements at roundabouts and for not using the correct lane at multi-lane roundabouts.



Recommended behavior != stated rule.
It was advised, but not a requirement.
That changed.

Another question.... is it actually illegal to continue travelling round and round a roundabout a few times before getting off? (assuming you are indicating right the whole time)

Theres nothing in law to prevent it - as long as you are not causing unnecessary traffic mayhem and indicate appropriately, etc. At some point it might be considered careless or dangerous if you're doing it too fast or in a manner likely to screw with others on the road, etc.
