essencially it is used to just keep a more stable intake temp... it doesn't cool it much, but is handy to keep it consistant.

Finding a place to keep them that would remain under 50c could be tricky in an engine bay though...

MR2 you could put it on top of the engine bay and it would probably get adequate air flow, but on a front engined car putting the IC on the bonnet would probably get some interesting looks :)

well another good way to drop intake temp is a water/methanol injection system.

The best thing for your car is a new computer. That way you can tune it for any other changes in the future. It'll go much better with just the computer too.

you already have a factory intercooler spraybar AND water injection . Just find means and ways of enabling them , and youll have similar effect ..

water injection??? i wasnt aware that wrc's had water injection?
where is it? where is the tank it gets its water from?

i know about the IC sprayers

those peltiers will need to be cooled or your car will go up in flames lol. Plus they would need some kind of heat exchanger core to actually cool the intake charge, plus they'll use a fair bit of power if you want some to make a decent drop in temp.

that parrifin wax thing is interesting, but no good on an n/a car as its only going to do its job above 50degrees (n/a intake should never get much hotter than ambient) - there's definitely some potential there for forced induction though, pretty cool stuff.

I think that the main issue would be where to put it, to keep it below 50c ambient... in the engine bay would likely be too hot, and moving it out of the engine bay, you begin to lose the advantages of having short pipe length, simplicity etc, and so you may aswell go FMIC

You are looking at the complete wrong side of things. There is no real point cooling the air before the turbo in the first place, the turbo puts a lot of heat into the air via compression. Look at cooling after. In which case just get a decent intercooler, water-to-air setup or an ice box.

could use a couple of those 12v chillybin coolers :) dnt think they very efficient though
