EBC/wastegate operation under cruise conditions

Can anyone tell me how a wastegate controlled by an EBC operates at cruise type revs/speeds/loads? Open or Closed? Advantages of either?

The reason I am asking is that I would have assumed that having it open during cruise should help fuel consumption somewhat, and presumably keep the turbo (a small bit) cooler.

The only downside I can think of is that there would be a small delay(I'm guessing well under half a second) while it shuts until boost would climb, but I can't think of anything else.

If this is the default operation, then just tell me(politely preferred) so others can learn.

Afterthought...
I guess it would be whatever the tuner sets the EBC to do under those conditions?

it only opens at max boost. thats how a wastegate works,

what controller tries to do is to maximise the boost in conditions where the boost lower then the set ratio, the only way to achieve that is to keep the wastegate closed.
