Government officials are looking at cutting the speed limit by 10kmh - and charging motorists to drive in urban centres - as ways of cutting greenhouse gas emissions.

Next month at a stakeholder meeting in Wellington an all-of-government taskforce will present a raft of measures that could become tools in the climate change fight.

The meeting comes after the Government's U-turn this week on plans to introduce its emissions fuel tax next year. That has been delayed till 2011 as a result of concerns about the high cost of living and the record price of petrol.

Lowering the speed limit is just one measure being assessed by the Transport Ministry, as part of a project to provide information to the Government on the expected magnitude and cost of greenhouse gas mitigation.

The initiative is likely to generate controversy - the 100kmh limit has been in place for decades.

"We don't think you need this and we think that would be an over-reaction," AA spokesman Mike Noon said.

"It's an over-reaction against the car, which would be extremely unpopular and certainly not going to be supported and practised by motorists."

A government-commissioned report issued two years ago showed lowering the speed limit by 10kmh would cut aggregate oil demand by 1.4 per cent. It also found a vehicle travelling at 90kmh is 11 per cent more efficient than one travelling at 100kmh.

The taskforce - which includes members from the agriculture and forestry, economic development, transport, conservation and foreign affairs ministries - is also looking at ways of cutting emissions in other sectors, including energy, forestry and agriculture.

The speed limit has been unaltered since the oil crisis in the late 1970s, when it was lowered to 80kmh to reduce petrol use. That was done along with "carless days" in which vehicle owners were barred from using their cars one day a week.

Other measures being looked at by the taskforce to cut emissions in the transport sector include an urban road pricing programme that could involve both tolling and congestion charging, economy labelling of fuel and driver education.


well, I'm not completely against it, but I would also think that it would depend on the vehicle/gearing etc as to what fuel savings you would get.

For instance in my Altezza, I would probably have to drive in 5th gear instead of 6th, as it labours at 90 in 6th. So I guess my fuel economy would be worse.

I guess it gives me a good reason to buy that close ratio gearbox :)

How about the adverse cost to the economy. Increase labour cost for transport operators, multiple drivers because of time limit offences. This wouldn't hurt so bad if we had a decent rail system (to OT for this thread)
and not to mention that the 90k efficiency test is actually 15 years old. When 90 percent of NZ's vehicle fllet were carburetted vehicles. It in no way reflects todays fleet of vehicles. (my wifes car is more efficeient at 120km in 5th than at any other range)

Did they think it was April fools day when they released this?

I mean they can't be serious right?

Or are they indicating that they've spent to much of the petrol taxes on other things, and now can't afford to maintain & upgrade the roads properly?

The roads are made for 100k, some should even be 110 or 120k.

If this happens I think it would be the tipping point for me moving to another country

Same for me once i get my degree.

This rule is rubbish, and what they will do is twist it saying its just for us instead of the cut in petrol tax.

That said I wont be voting for National, or anyone else at the moment, they all suck garlic

Anyway This country is close to being way to PC for its own good. I mean 90kph on the open road, they want us to go 90 k's along the waiuru side of the desert road?? seems way to green for my liking :lol:

I hope this doesnt happen, what a massive pain in the ass.

However, if its all about being green, then in my opinion I should be allowed to but some carbon credits and do 150km everywhere I go on the open road.

Funny thing was, I was thinking on Saturday about how the speed limit used to be 80k. It'd make cruising at the speed limit bloody quieter in my cars.

Its a rubbish idea. I'd like to know where they got their figures from. How about the Government does something useful for once, and promotes biofuel alternatives? Carbon emmisions from Ethanol based fuels is much lower than 100% petrolium. Hell, E85 has 50% less emmisions than 100% petrolium!

Honestly, this Government goes the wrong way about things. They get to their destination by swimming upstream against the current when theres a nice footpath right next to the river.

Biofuels are a rubbish idea, not sustainable at all with the current population. Either grow food or biofuel. There isn't enough farm land on the planet for both.

I see this as a huge revenue collecting scheme.

Just imagine the amount of dollars they'll be getting from 'speeders'.

If they really want to lower emissions, how about they look at taking the steep grades out of the main highways. i'm sure there are many vehicles that use excessive amounts of fuel climbing the hills :roll:

Making the roads more efficient should be the way to go.

maybe they need to pay off things like their new asset... the rail network

Rail network is the ticket to reducing fuel usage. Probably one of the few things the government has done right is buying it back. It could be the ticket to getting more trucks off the road. After all, they use a lot more fuel than cars and pollute more, not to mention adding to congestion and holding up traffic. A commuter train service in Christchurch would be great too, parking in town is a bitch and I refuse to take buses. I think that state highway one should be two lanes from Christchurch to Dunedin too, so much fuel is wasted speeding up and slowing down.

Scrapping our rail network was one of the worst mistakes this country ever made, I sincerely hope that future governments put an appropriate investment into it. Bring back steam trains I reckon :D.

Do you have a source for that statement as it does not reflect my understanding of biofuel emissions? And by source I don't mean Richard Branson propaganda (suave tosser) I mean peer reviewed.

I've had some involvement with the research and use of biofuels and our "party line" is that the emissions are much the same, the main benefit for the environment will be that biofuel recycles CO2 from the atmosphere where fossils fuels *add* CO2 to the atmosphere.

The use of food based biofuel has massive issues, however very soon there will be viable non-food based biofuels.

If they want to reduce emissions mandate an emission standard for SUV's and "trucks" as they are currently excempt.

I was thinking about crappy roads other day, if they would pave every main road with stuff they use on motorways I speculate that the fuel saving would be more that 1.4%. Just think about it the rough crap that is on state highway, how much more fuel is wasted because of increased friction and noise and every bump is also waste of fuel.

mine doesn't work, so i'm all for the above idea :P
