hammering wheel arches

The rear wheel arches on my ke25 have been hammered in a bit to allow room for the tyres. Nothing huge, but its not "smooth" as wheel arches normally would be, and the tyres rub a tiny bit when going into a driveway (when on an angle)

is this going to be a problem for certification?
nothing has been cut/welded etc, just a bit of a hammering.

will probably spray a bit of underseal and dirt around so it isn't as obvious, but what would happen if they notice it?

as long as it hasnt created a sharp edge i shouldnt imagine it will be a problem.
