definitely a closed chamber. I've seen these expansion chamber/damper type things used for sound attenuation before. I haven't done anything much with acoustics, but I imagine it will work on a theory similar to what's used for tuning intake/exhaust runner lengths - reflected wave from the closed chamber helps to cancel the waves at certain frequencies, causing a reduction of volume at the tuned frequency (and its harmonics) but probably causes an increase in volume at other frequencies.

Hmm...

I saw a engineering white paper which suggested it would work. And we did something with a similar principle based upon radio antenna tuning. (reflected wave inside the side chamber can add or subtract to the wave inside the main body).

Only thing I can see is that it probably doesn't work purely because the tuning will be all wrong... one car it might work, next it might make it louder, next one might sound funny....
The white paper suggested that you could only really tune a specific exhaust on a specific vehicle with this method...

did some computer simulations on that kind of stuff on exhausts and the effect of it being that far down the exhaust will be almost null, but if the chamber was further up the exhaust, say in the primaries or secondaries it makes a little difference.

I assume it acts as a larger chamber, apparently having a larger cavity in a 4age exhaust will take out the normal bark..
